In order to better troubleshoot the issue, please provide me with the
1.Which version and Service Pack is your Exchange server?
2.Which steps have you done before encounter the error?
3.On the problematic Exchange server, save the application log file as a
.evt file, and send it to the newsgroup for further research,
4.Check whether the related Exchange services were start?
I assume the Exchange server was 2003; you can perform the following steps
1.Check the membership of the Exchange Domain Servers and Exchange
Enterprise Servers Group,
2.Check the default recipient policy for Exchange; check whether the X.400
email address is presence,
3.Check the permissions on the organization level,
4.The Exchange Domain Servers group was present from the following, the
default permissions on all these have to be Read Permissions.
Organization level
First Administative Group
Information Store
5.Ensure that all of them had the right permissions set for Exchange
Domain Servers Group,
6.Reboot the server,
7.Check the effect.
If you can¡¯t see the security tab in ESM, you can refer to the following
How to enable the Security tab for the organization object in Exchange
2000 and in Exchange 2003

Hope this helps.
